Taxis and private-hire vehicles are not legally identical
Germany's Passenger Transport Act distinguishes taxi services from private-hire transport. Taxis may wait at authorised ranks and are subject to specific rules within their compulsory service area. A private-hire vehicle is commissioned as a whole; the client determines the purpose, destination and itinerary, and the order must reach the company before it is carried out.

Which option suits which situation?
Spontaneous short journey: if you want to leave immediately and vehicle class or itinerary are not important, a taxi is often the simplest choice.
